Mr. Ebden
In addition to the actual correspondence with the Circular, the papers should, I presume, include the earlier correspondence with Straits + Hongkong on the subject:
viz
13. M. Bozer's letter 13030/89
18559/89, 20321/89
and 2 despatches from Mauritius,
21999/89, 1222/89-90, 1591/89-90, 15529/89 & desp. from Mauritius?
1. Should not a reminder be sent to the few Colonies that have not answered the Circular?
3. When the papers are typed, I should like to circulate the proof with a minute suggesting an answer to be sent to Hongkong Straits.
2) I understand Lord Knutsford's promise in the House of Lords to have included, besides the collection of information, an undertaking whether Hongkong & Labuan could not somehow be asked to imitate the other better behaved Colonies?

In most of the Colonies there are laws against Sunday trading; in a few only are there laws against Sunday labour of other kinds, but it is, for the most part, stopped by public sentiment.
Some of the Governors appear to think, as Fanfold did (in his minute 8320/90), that it is a matter on which...
